President Putin Describes Elon Musk as a Genius Amid Discussions Over Russian Satellite Internet Project

Last Updated: October 31, 2026By

Russian President Vladimir Putin has praised SpaceX Chief Executive Officer Elon Musk, describing him as a genius while discussing Russia’s plans to develop a satellite internet network similar to Starlink.

Speaking at the Russia Africa Summit on Wednesday, Putin said he was in close contact with Musk regarding Rassvet, Russia’s proposed satellite internet project.

He also acknowledged the progress made by SpaceX, noting that the company had already deployed more than 5,000 satellites into orbit while Russia was still taking its initial steps.

The comments have attracted attention because of the strategic importance of satellite communications in modern warfare and international security.

Starlink, operated by Musk’s SpaceX, has played a significant role in maintaining internet connectivity in Ukraine since Russia launched its full scale invasion in 2022.

The possibility of closer engagement between Musk and the Russian government has therefore raised questions about the future of satellite connectivity and its implications for Ukraine.

Concerns intensified earlier in the month following reports that Ukrainian forces experienced repeated interruptions to their Starlink connections.

The Wall Street Journal reported that Musk had ordered restrictions on Ukraine’s access to the service, while other reports attributed the decision to the White House.

Musk subsequently accused Ukraine of violating Starlink’s terms of service by using the technology for offensive drone operations. Starlink connectivity in Ukraine has since reportedly returned to normal operations.

Musk has also expressed strong views about Ukraine’s dependence on the satellite network, warning that a complete shutdown of Starlink could have serious consequences for the country’s military operations.

He stated publicly that Ukraine’s frontline positions would collapse immediately if the service were switched off, describing the statement as an assessment rather than a threat.

His comments have further highlighted the influence private technology companies can have on military communications and national security.
Russia’s proposed Rassvet network reflects its broader ambition to develop independent satellite communications infrastructure and reduce reliance on foreign technology providers.

Starlink’s extensive satellite network has demonstrated the strategic and commercial importance of low Earth orbit internet services.

However, Russia still faces significant technological and financial challenges in building a comparable system.
Putin’s praise of Musk underscores the growing international competition surrounding satellite technology, autonomous communications and the role of private companies in shaping the future of global connectivity.
