In addition to outlawing evening hawking, the Zimbabwean government has declared an immediate ban on the sale of used apparel in all central business districts (CBDs) throughout municipalities.

At a press conference in Harare, Daniel Garwe, Minister of Local Government and Public Works, revealed the restrictions, which went into force on Monday.

The importation of used apparel is likewise prohibited. “This prohibition must be immediately enforced by all municipal authorities. Garwe said that there would be no nighttime vending or second-hand apparel sales in central business districts.

In order to guarantee the prompt and efficient execution of the new legislation, he further instructed the City of Harare to collaborate closely with law enforcement.

Uncontrolled street vending, in Garwe’s opinion, threatens legitimate companies who pay taxes and follow local laws.

He went on to say that illegal drug and substance sales have been connected to night vending, which he claimed poses a threat to national security, the economy, and public health.

The administration has warned that non-compliance will not be accepted and has encouraged all municipalities to follow the mandate to the letter.
