The negotiations between Washington and Kyiv have returned to the starting point more than a month after the two sides first engaged in negotiations to grant the United States a significant stake in Ukraine’s mineral, oil, and gas development projects.

The proposal is unacceptable to Ukrainian officials, who assert that new negotiations are necessary.

However, they have not explicitly rejected it, which would likely incite the White House to wrath.

According to the text of the new draft, which was obtained by The New York Times and authenticated and reviewed by three current and former Ukrainian officials, Washington has sent Kyiv a new proposal that reiterates the extensive financial demands from an initial draft agreement that Ukraine rejected, and includes new ones that could impose a significant financial burden on the country for years.

Several Ukrainian lawmakers expressed their belief that Ukraine would be unable to approve such an agreement and that new negotiations would be necessary.

On Thursday, President Volodymyr Zelensky informed reporters in Paris that the new proposal necessitated a “detailed study” and that a final agreement was still in the future.

However, he also stated that he did not wish to “leave the United States with the impression that Ukraine is generally opposed to it.”

Mr. Zelensky stated, “We are in favor of collaboration with the United States.” “We are cautious of sending any signals that could potentially prompt the United States to cease providing assistance to Ukraine.”

It was a transparent effort to prevent the White House from becoming enraged, as it did last month after rejecting earlier proposals.

This rejection partially prompted the United States to temporarily halt assistance to Ukraine.
